I've subscribed to both lists for a while. I am not aware of any
formal peer review of submissions or the existence of a " board of
reviewers."

I have seen comments from Alessandro on ldp-submit concerning a
submitted document.

The concept of peer review involves, at a minimum, the following
elements:

0      a panel of reviewers, independent of the editor/s.

0      initial review of the submitted document by an editor/s to
establish the        suitability of the document for the repository
concerned.

0      evaluation of the document by a reviewer or reviewers
involving                 privileged communication between reviewers
and editor/s. 

0      communication between editor/s and author concerning acceptance
of              the document and the necessary revisions required.

I understand, of course, that this process is typically associated
with publication of research in academic journals, and is not directly
applicable, for many reasons, to the LDP. 

The question is, Should the LDP institute elements of the peer review
process described above and in what form ?
